As we enter the 2016 election season, campaign finance regulation is a hot political and constitutional topic. Hillary Clinton has suggested that she would support overturning Citizens United v. FEC - the Supreme Court's 2010 decision declaring limits on "independent expenditures" unconstitutional - a litmus test for Supreme Court nominees. The Illinois General Assembly and some other state legislatures have endorsed amending the Constitution to overturn Citizens United.

Since Citizens United, however, the Supreme Court has removed additional restrictions on campaign contributions, ruling last year in McCutcheon v. FEC that aggregate contribution limits violate the First Amendment. Meanwhile, independent groups are raising and spending large sums to influence 2016 elections, while candidates and their supporters must still contend with limits on how much they can respectively receive and give.
