TOPIC: Discussion on Illinois Judges who are denying children and families their best choice of guardian based on the potential guardian's immigration status. This interpretation of the statue leads to hardship for immigrant families, and for unaccompanied immigrant minors in particular. It also raises constitutional concerns as to the power of the State of Illinois to impose legal disabilities based on immigration status which is limited by federal preemption. Ms. Neal will also discuss proposed changes to the language of the Probate Act to remedy the situation. We will also be discussing our May 13, 2013 seminar on guns and violence.
